Clarity Act: U.S. Senate cloture motion fails

2026-09-26

On September 15 the Senate vote on cloture for H.R. 3633 was 49–50, short of the three-fifths threshold. Supporters argued for a durable digital-asset market framework; opponents raised concerns including ethics, national security, illicit finance and regulatory capacity. Event: 15 September 2026

On 15 September, the U.S. Senate rejected the cloture motion on the motion to proceed to the Digital Asset Market Clarity Act, H.R. 3633. The official vote was 49 in favor and 50 against, with three-fifths required at this procedural stage.

The measure concerns a regulatory system for digital commodities involving the SEC and CFTC, among other provisions. Supporters presented it as an effort to create a more durable U.S. market framework, while opponents raised their own policy and oversight objections.

Ripple publicly criticized the procedural failure and presented its own interpretation of what it means for XRP. That interpretation should be attributed to Ripple rather than treated as an independent conclusion by XRP Radar.

The vote did not end all U.S. digital-asset regulation. It means this specific cloture motion on proceeding to H.R. 3633 did not receive the votes required on 15 September.
